You will notice a statistic called 'Throttled' in your cPanel stats dropdown.  The throttled number is how many seconds your website has exceeded it's CPU resources in the last 7 days.

It's normal for websites to exceed CPU limits once and a while, therefore if your number is under 1000, it's not that big of a deal.  However if you have a number like 7000+, you might want to look into what is causing the excessive CPU and how you can fix it.
